اشتد التنافس الاستعماري في عهده على الخليج العربي حيث تنافست بريطانيا وفرنسا للحصول على المزيد من الإمتيازات التجارية والسياسية في عمان، فعمل السلطان فيصل على إتباع دبلوماسية تؤكد على حياد عمان، وتحافظ على استقلالها ومصالحها القومية حيث سمح في عام 1898م لفرنسا بإقامة قنصلية لها في مسقط، وإعطائها امتيازاً لإنشاء مستودع للفحم في منطقة الجصة، ووقع مع بريطانيا معاهدة لإلغاء تجارة الرقيق ومكافحة تجارة الأسلحة.
